Nadav Morag
Nadav Morag is a faculty member at the Center for Homeland Defense and Security (CHDS) at the Naval Postgraduate School in Monterey, California and holds positions as associate professor and chair of the Department of Political Science at the University of Judaism in Los Angeles, as well as a senior research consultant at the University’s Center for Israel Studies. He also serves as a member of the Los Angeles County and Orange County Sheriff’s Departments’ Homeland Security Advisory Council and is a member of the Los Angeles County Terrorism Early Warning Group. Dr. Morag received his bachelor and master degrees from UCLA and his Ph.D. from Tel Aviv University, where he also taught for nine years. Between 2001 and 2003, he served initially as senior director for domestic policy and subsequently as senior director for foreign policy at Israel’s National Security Council, where he was responsible for producing policy recommendations on matters of national security for the prime minister and the Cabinet.
The National Military Strategic Plan for the War on Terrorism: An Assessment
ABSTRACT:
This article analyses the National Military Strategic Plan for the War on Terrorism issued on February 1, 2006
by the Chairman of the Joint Chiefs of Staff.
The article claims that the strategic plan is flawed for three reasons:
1) its goals are unclear and unrealistic,
2) policy implementation is primarily dependent on non-DOD entities, and
3) the central goal of countering ideological support for terrorism is largely unfeasible.
The article concludes by suggesting that the military should not create unrealizable expectations
(as this will create greater insecurity) and should, instead, focus on areas that are more in keeping with the military’s
traditional role.
